Exploiting the Power of the Fourth Screen
in Latin America and the Hispanic U.S.

Following a period of relative calm, Mobile TV is beginning to be a topic on the agendas of Latin American operators, some of which have already begun to offer TV on the fourth screen.

In 2008, Uruguay’s ANCEL was the pioneer in implementing multicasting service in the Region, functioning independently from the cell phone network. It was followed by Mexico’s Iusacell, which had already started the service using the cell phone network.

In Guatemala and Peru, testing is underway, and results are expected by mid-year. Brazil is advancing in the technology, using the Japanese standard, and Mexico is currently debating which direction to take. Argentina has experimented with different options, and expectations are that the digital TV protocol decision will also speed up its use on cell phones. This is also true for Chile, whose government has promised to select a digital TV standard in March.

It is also expected that digital TV standards will be decided in several other Latin American nations during 2008, which could provide a significant boost to mobile TV.

The representatives of the three standards (the U.S. ATSC, the European DVB and the Japanese ISDB) are aware of this and are increasing their lobbying efforts with a view to capturing the largest share in the business. While new options for providing services are appearing, debates are also beginning as to whether it is advisable to choose a single standard or to allow several at the same time and to let the market decide. The list includes S-DMB (Satellite - Digital Multimedia Broadcasting), T-DMB (Terrestrial - Digital Multimedia Broadcasting, TDtv (based on TD-CMDA technology from IPWireless), S-DMB (Satellite Digital Multimedia Broadcast), CMMB (China Mobile Multimedia Broadcasting) – China, HSDPA (High Speed Downlink Packet Access).

The moment has arrived to learn, debate and analyze the results of the Region’s first actual experiences, along with the investments required to start up a business, and the opportunities, obstacles, and players –new and old– that are involved.

Operators and content owners are preparing their strategies to enter what they consider a promising business, even though it is still somewhat unknown and uncertain.

Early experiences confirm that young people are the largest target for the new services. A survey done by Nokia on mobile TV consumption concluded that most users were between the ages of 18 and 34. However, good reception levels were also seen among people in the business world.

As for preferred content, the list is headed up by “snack” material growing out of existing programs, followed by news, sports, TV series, documentaries, music, and interactive options.

Forecasts point to significant growth in Mobile TV, which could have as many as 84.15 million subscribers by 2009 and 216.2 million by 2011, according to data compiled by the consulting firm Robert Hale & Associates. Meanwhile, the estimates for the content production market cite figures of US$8.35 billion for 2011.
